The U.S. Department of the Treasury plans to offer access to safe, low-cost financial accounts to qualifying low and moderate-income taxpayers beginning in 2011. The purpose of the program is to provide unbanked and under banked Americans with debit card access to new accounts in order to receive their income tax refunds through direct deposit.
